New Service: Thermographic Home Survey! A new nationwide service!
Thermography is a method used to detect and record heat in pictorial form. Objects generate a particular intensity of heat that cannot be seen by the human eye.
Infrared cameras measure and record this heat and produce an image. This valuable information is then analysed to assess the objects condition. Once this information has been assessed a report will be compiled which advises the customer of any areas that need to be investigated. This type of survey is particularly useful for building maintenance such as roof and wall heat loss, water ingress, roof leaks, insulation breakdown and mould. Once the problem has been identified, it will be fairly easy to rectify the defect as in most cases the challenge is to diagnose the issue.

Bulgarian legislature on minimum construction warranty periods
Many of our clients are facing problems with the developers in regards to dealing with warranty covered defects. For this reason, please click here for an English copy of Ordinance No. 2 dated 31 July 2003 on Commissioning of Construction Works in the Republic of Bulgaria and the Minimum Warranty Periods for Executed Building and Erection Works, Facilities and Construction Projects- look at Article 20 (4). We have provided consultation to clients with properties covered under this ordinance and helped them file law suites against the developer.

Property Measurement Service
We are now officially advertising a service which we have done for several of our clients who were in doubt whether their property was the size which they have paid for. The statistics show that in the majority of the cases the property is smaller than what is stated on the preliminary contract or the notary deed. Although the law is that the actual area can vary by 10%, in many cases units are smaller by 20 even 30%. Imagine the monetary meaning of this difference when most investors have bought at price levels of EUR 1200 per sq.m. and above. We have helped several of our clients successfully sue the developer and get their money back. BG Surveyors complete a technical audit on a whole complex in Bansko
We have recently completed a new type of project evaluating the current condition of a whole complex in Bansko. We were hired by a group of owners who were to make their final payments for their respective properties. The owners were concerned that the permit of usage (ACT 16) was delayed for 2 years and there were many defective works in the complex including damp, lack of proper heating, deterioration of the facades and common areas, cracks in the apartments and other failures. We evaluated the following technical issues:
- status of permits and approvals
- accordance with local regulations
- assessment of design failures
- assessment of necessary remedies
- risks relating to health & safety policies
- completeness of technical documentation and conformity with the as built situation
Our findings were presented in a comprehensive report with three annexes listing the relevant defects with photographic evidence and rating them according to their importance. The report was then used as a negotiating tool with the developer to rectify the defects and bring the complex to a state where it could be safely put into operation. The owners hires a Bulgarian lawyer to represent their interests in front of the developer. An agreement was reached where their final payments became contingent upon the successful rectifications of defects. We are currently in negotiations to start another project of this type in Pamporovo. The main benefits of such report are as follows:
A. The report is a good tool to negotiate with the developer based on the technical audit results.
B. The report gives an overview of the internal structure of all of the installation works that have been carried out.
C. We will evaluate any deviations from the preliminary projects or from the state of the art and will give you the scope of the deviation.
D. The report/assessment will give you information on any hidden costs which could occur later on due to any shortcomings or problems with the construction or any of the installation systems
E. To report will help with the evaluation of the exploitation risk as well as the possible damage risk due to property use
F. The report will help evaluate possible property management difficulties which could lead to HIDDEN COSTS.

There are four main methods of buying property in Bulgaria – you can buy land and build your own house, you can buy a property off plan in Bulgaria, you can buy an older property and renovate it to make it into the perfect home or…if you’re lucky you’ll be able to buy a completed house that perfectly matches all the criteria you have for your ideal Bulgarian home.

Building standards and practices in Bulgaria are not the same as in the UK or Germany for example - additionally unusual issues can arise in a country like Bulgaria such as boundary disputes where a developer may have encroached on another’s land when developing a site, and problems can even occur with a home’s access to water or electricity for example.
